Why Two Forwarders Quote Very Different Sea Freight Rates from Xiamen to Aqaba for the Same Shipment

Origin THC at Xiamen: USD 180 per 20GP . Ocean freight to Aqaba: USD 1,150 . Destination terminal handling: USD 290 . Total: USD 1,620 . A second forwarder answers the identical enquiry, same container, same week, with U

Origin THC at Xiamen: USD 180 per 20GP. Ocean freight to Aqaba: USD 1,150. Destination terminal handling: USD 290. Total: USD 1,620. A second forwarder answers the identical enquiry, same container, same week, with USD 1,090 all-in. Sea freight rates from Xiamen to Aqaba do not swing by a third because one office is dishonest. They swing because the two quotes are selling two different products.

Neither number is wrong on its own. One quote is port-to-port, with destination charges collected later by the agent at Aqaba. The other is a bundled figure that may or may not include Jordan customs clearance and inland delivery. Until both are broken into the same line items, you are comparing a complete package with half a package.

Scope first, price second

Every quotation on this lane takes one of three shapes, and the shape matters more than the number:

  • Port-to-port FCL: carrier charges plus origin handling only. Destination charges arrive later, often higher than the shipper expected.
  • All-in to destination port: origin, ocean, and destination handling in one figure, with customs and trucking excluded.
  • Door-to-door or DDP: includes clearance and delivery, carries the most risk for the forwarder, and therefore carries the largest buffer.

Confirm which shape you are looking at before comparing a single figure. This one question explains most of the gap.

Ranges are indicative and move with carrier, season, and contract. Treat them as a comparison tool, not a price list.

The pattern is consistent: the visible part of the quote, ocean freight, is usually the most similar line between two forwarders. The gap is built in surcharges, destination charges, and everything that happens after discharge.

Routing: direct call versus transhipment

Aqaba is a compact port with fewer direct services than the large Gulf hubs. A significant share of volume moves on a transhipment leg through Jebel Ali, Jeddah, Salalah, or a Mediterranean relay, then feeds down to Aqaba on a smaller vessel. Direct calls exist, but they are fewer and their slots cost more.

Compare that with Dammam, Hamad Port, or Jebel Ali, where weekly capacity is deeper and carrier competition keeps the Persian Gulf rate relatively tight. On Aqaba, a single rolled transhipment connection can add a week and a stack of detention days.

A forwarder holding a direct allocation quotes one figure. A forwarder buying space on the spot market quotes another, then adds a buffer for connection risk. Both are rational decisions.

Surcharges and validity windows

The Red Sea surcharge has been the most volatile line on this trade recently. It moves with routing decisions, insurance costs, and vessel schedules, not with your cargo. Two forwarders can hold surcharges from different weeks and both be accurate on the day they write.

Validity is the second trap. A quote valid for seven days and a quote valid for thirty days are not the same product, even at the same headline price. Read the wording carefully for phrases such as "subject to space and rate at time of booking".

Cargo type shifts the number again

  • Machinery: out-of-gauge or flat-rack cargo needs special stowage and attracts extra handling at both ends.
  • Building materials: heavy and weight-limited, so a 20GP may hit its weight ceiling before it is full, changing the cost per tonne.
  • Lithium batteries: class 9 dangerous goods. Not every vessel accepts them, and the DG surcharge plus limited slots can lift a quote well above the standard level.
  • Furniture and mixed retail cargo: light but bulky, which often makes the LCL versus FCL decision the real cost driver rather than the ocean rate.

Where a cheap quote hides its cost

Watch for quotes that exclude destination charges, offer minimal free time at Aqaba, or stay silent on amendment and SI cut-off fees. These are not dishonest quotes. They are incomplete quotes, and every gap lands on your invoice later.

Three items deserve a direct question: free time at destination, since Aqaba storage is not generous; the cost of a late SI cut-off or an amendment; and whether Jordan clearance is included or billed separately on arrival.

There is one more layer if your cargo is not actually staying in Jordan. Aqaba is the sea gateway for onward road movement into Saudi Arabia, and shipments routed that way need SABER and SASO compliance handled before the vessel sails, not after arrival. A forwarder who quotes without asking about the final destination is quoting an incomplete service, and the certificate work will surface as an extra charge.

How to compare two quotes in ten minutes

  1. Ask both forwarders to split the quote into origin, ocean, and destination.
  2. Confirm the routing: direct call or transhipment, and through which hub.
  3. Check the surcharge validity date and any "subject to" wording.
  4. Confirm free time at Aqaba, plus detention and demurrage rates, in writing.
  5. Confirm whether clearance, documentation, and inland delivery are included.
  6. State cargo details precisely: machinery dimensions, battery UN numbers, total weight.
  7. Ask what happens financially if the SI cut-off is missed or an amendment is filed.

Two sea freight rates from Xiamen to Aqaba that look far apart are usually the same market price wrapped in different scopes. Strip the quotes down to comparable lines and the gap normally shrinks to a few percentage points, which is where normal commercial difference lives.

Before booking, ask each forwarder for the same four things in writing: the split of charges, the surcharge validity date, free time at destination, and a destination charge confirmation. Request the latest sea freight rates from Xiamen to Aqaba against your confirmed cargo details, then compare line against line instead of total against total. The lowest total is rarely the cheapest shipment.
